Nearly the same like the "General Resource Links", but for tools (wave-editors, Icon-Editors, Bitmap-Editors,...)

Good Editor for Icons. Can store mutliple icons in one file (diffrent resolutions/Color-depth). Freeware.

HtmlToHlp translates HTML files to RTF, generating Windows help files.
It handles the whole conversion, including the help file compilation.
A nice replacement for complex WinHelp authoring tools.
Use a simple HTML editor, and make instant WinHelp file from any text.
Free for home use.

Gimp 2 is actually quite nice. You can also get a plugin, so it has a background window and looks more like photoshop. But it is a good free alternative.
If you look in the menu, you can choose to get it for Mac OS, Unix Windows and off course Linux.

Found this today, very useful piece of kit. A debug output tool which outputs everything thats happening (well, just the errors really) but it can be extremely useful when using external DLL's and similar things. Best of all, its free, and all you have to do is execute it then execute your program, and the errors will be caught in the output window.

It's called DebugView v4.31 (at the moment)

Click on 'Utilities' for the version of Windows you use:
