None of the Preferences-->Issues settings (i.e. color, radio buttons, checkboxes) activate the Apply button.
Also, if you change a setting for one Issue type, then select another Issue type, the edited settings are lost.
Basically, it seems like this Preferences is unfinished, and needed heavy use of the Todo issues.

You have to press the 'Update' button on the Issue page if you want to change the settings for an issue.
